GitHub Copilot: Dedicated App Access Policy and Enterprise Managed Settings for Cloud Agent

What is new

• Dedicated Copilot App Policy: Enterprise and organization admins can now control Copilot app access through a dedicated policy — separate from Copilot CLI. Three options: Enabled everywhere, Disabled everywhere, or Let organizations decide.
• Enterprise Managed Settings for Copilot App and Cloud Agent: Enterprise-managed settings now extend to the Copilot App and Copilot Cloud Agent, letting admins enforce consistent guardrails across tools.
