What happened

The EU Parliament on July 9, 2026 effectively re-extended Chat Control 1.0 (ePrivacy derogation, Regulation (EU) 2021/1232) to April 3, 2028 via a procedural maneuver before summer recess. Despite a majority voting AGAINST (314 vs. 276 in favor), the regulation passed because an absolute majority of 361 out of 720 MEPs was required to block it.

Context and impact

Chat Control 1.0 permits (but does not require) platforms to voluntarily scan messages for AI-identified child sexual abuse material (CSAM). It is a precursor to the proposed Chat Control 2.0, which would mandate scanning of encrypted messages.
