MAI-Code-1-Flash available on more Copilot surfaces

Why it matters

GitHub Copilot has historically been dominated by OpenAI and Anthropic models. Adding the Microsoft-native MAI-Code-1-Flash is part of a diversification and cost-control strategy — Microsoft pushes its own models where latency and cost outweigh peak quality.
